Important Notice Regarding the Federal Universal Charge
The Federal Communications Commission (FCC) has amended the Federal Universal Service Fund (USF) rate. Effective January 1, 2011, the rate for all customers will increase from 12.9% to 15.5%. This fee results from a required federal contribution to support services in high-cost areas, low-income customers, schools, libraries, and rural health care providers. You will see this charge itemized under Taxes and Surcharges on your Invoice and Account Statement. For additional information, please visit http://www.fcc.gov/omd/contribution-factor.html.

PAETEC Regulatory Assessment Surcharge
As a telecommunications company, PAETEC must make various payments to local, state, and federal departments and agencies, including, but not limited to, administration fees, inspection and supervision fees, and general public utility commission assessments. The Regulatory Assessment Surcharge (RAS) is designed to help PAETEC recover the cost of these payments. PAETEC assesses RAS based on the customer's billed interstate and international services. Effective February 1, 2011, RAS will be increased from 3.5% to 3.75%. If you have any questions, please contact Customer Care at the number listed on your invoice.

McLeodUSA, A PAETEC Company Regulatory Assessment Surcharge
As a telecommunications company, McLeodUSA, A PAETEC Company must make various payments to local, state, and federal departments and agencies, including, but not limited to, administration fees, inspection and supervision fees, and general public utility commission assessments. The Regulatory Assessment Surcharge (RAS) is designed to help McLeodUSA, A PAETEC Company recover the cost of these payments. National Access Charge
As a telecommunications company, PAETEC must make payments to access various local exchange networks nationwide. The National Access Charge (NAC) is designed to help PAETEC recover the cost of these payments and is assessed based on the type of service provided. Effective February 25, 2011, NAC charges will increase for the following services. The new rates are listed below:

  • Per Primary Residential Line or Trunk - $1.31
  • Per Multi-Line Business Line or Trunk - $3.48
  • Per PBX Line - $0.61

New Area Code Overlay for the Nebraska 402 Area
To ensure a continuing supply of telephone numbers, the Nebraska Public Service Commission (NPSC) has approved the addition of the new 531 Area Code to the geographic region served by the 402 Area Code. This is called an Area Code Overlay.

  • How will this affect me? Because of the addition of the 531 Area Code, all customers within the 402/531 region will need to dial the correct area code followed by the 7-digit telephone number, when dialing any local call.
  • When will these changes go into effect? Effective June 26, 2010, a permissive dialing period will begin and you should use the new dialing procedure whenever you place local calls from the 402 Area Code. The mandatory dialing begins on February 26, 2011, and you must use the new dialing procedure for all local calls.
  • What will change?
    • You will need to dial 10-digits (area code + 7-digit telephone number) for every local call.
    • You may need to reprogram or upgrade your equipment if you use specialized communications equipment like a PBX, electronic telephone sets, auto-dial systems, or multi-line key systems to use the new dialing procedure.
    • Some automatically dialed calls may require reprogramming to include the new dialing procedure. These calls may include: life safety systems, fax machines, Internet dial-up numbers, alarm and security systems, speed dialers, call forwarding settings, voicemail services, and similar functions.
    • Check your Web sites, business stationery, advertising materials, personal checks, contact information, and your ID tags to ensure the area code is included.
  • What will remain the same?
    • Your telephone number, which includes your area code, will remain the same.
    • The price of a call, local and long-distance calling areas, and other rates and services will not change as a result of the Area Code Overlay.
    • What is a local call now will remain a local call even when dialing 10-digits.
    • You should still dial just three digits, or whatever you are dialing today, to reach 911.
    • If 211, 311, 411, 511, 611, 711, and 811 are currently available in your community; you will still dial them with just three digits.
