"The telecommunications industry is a $230 billion marketplace and represents one of the single biggest business opportunities in today's economy," said Arunas A. Chesonis, PAETEC's Chairman and CEO. "CLECs represent a significant segment of the local telecommunications industry and ALTS is in the forefront taking the necessary action to help ensure a competitive business environment. I am delighted to play an active role in ALTS and assist in the development and fulfillment of its strategic objectives." ALTS was created in 1987 and represents companies that build, own, and operate competitive local networks. ALTS is dedicated to opening telecom markets and breaking down barriers to competition.

Mr. Chesonis holds a B.S. in Civil Engineering from MIT and an MBA from the University of Rochester. The ISO standard is an internationally recognized quality-management-system standard developed by the International Organization for Standardization (ISO). To be certified to the standard, companies must institute a quality-management system (QMS) with procedures outlining such issues as training, purchasing, and the steps taken to provide customers the services pledged. PAETEC's ISO 9002 certification reinforces to customers, through an independent third party, that PAETEC operates a QMS in accordance with the ISO standard.
"PAETEC is focused on providing the highest levels of service excellence and maintaining ISO 9002 certification demonstrates that commitment," stated Augie Lindsay, Vice President of MIS and Quality. "By formalizing our documentation and using ISO 9002 to monitor our business operations, PAETEC is positioned to continuously improve quality for our customers, employees, and vendors."
PAETEC first began its registration process in December of 1998. As part of the certification process, BSI performed on-site assessments, examined PAETEC's documented procedures, and audited its overall operations. To determine continued compliance with ISO 9002, BSI has conducted semi-annual surveillance audits of PAETEC's business operations. The audit is a systematic and independent examination to determine whether quality activities and related results comply with planned arrangements and whether these arrangements are implemented effectively and are suitable to achieve objectives. Having only included local service to its Pittsburgh product portfolio a few months ago, PAETEC has increased its area customer roster to include university and hospitality clients. PAETEC has already installed more than 150,000 access-line equivalents nationwide, and Pittsburgh marks the 27th market in which it now operates. All of PAETEC's nine switching centers, located throughout the country, are completely operational and only minor disruptions to our network in New York City have been experienced. While we have contacted most customers by phone, we wanted to make sure all of our customers were aware that our team of employees is working around the clock to restore services to those impacted.
Our first priority is to restore critical services to hospitals and emergency-care providers. Other maintenance requests will be resolved on a first-come, first-served basis. We will gladly re-route calls to other locations, or numbers, if we have not already done so. Please contact your account manager or our customer service department at 1-877-340-2555 to have this arranged.
The World Trade Center was a major hub for many carriers' national and international traffic. While traffic is being re-routed wherever possible, there is national network congestion causing blockage on some calls. We ask for your cooperation as we work with our customers and other carriers on first restoring critical services.
We will continue to accept requests for new service and changes to service. While there certainly will be delays in the New York City area, requests for service in other parts of the country are not anticipated to experience any delays.
Thank you, once again, for your patience and support.
"Businesses in Chicago have been extremely receptive to PAETEC," said Dan Maynard, PAETEC's Vice President and General Manager in Chicago. "PAETEC's integrated, customized, and comprehensive communications approach offers business customers the flexible, reliable, and cost-effective services they need. It's our intense commitment to quality, both in service to our customers and our network performance, that has enhanced PAETEC's competitive advantage. We are anxious to build an excellent reputation with businesses here in Chicago like we've accomplished in our other major markets around the country."
PAETEC's integrated voice, data, Internet, and PINNACLE communications management services have already attracted numerous Chicago customers, including several universities, Fortune 100, and hospitality companies. High-tech companies are creating the jobs of the future. The Governor's policies work to win job commitments from companies like PAETEC are put New Yorkers in the strong competitive position to attract further investments and greater economic benefits."

"PAETEC is committed to delivering quality services and value to its customers," said Matt Coso, PAETEC's Vice President of Sales in Upstate New York. "One of our key objectives is to help customers increase their productivity and reduce their costs by providing the right solution for their communications needs. MPX's wireless network connection represents another opportunity for PAETEC to offer comprehensive value-added services to businesses in Upstate New York."
PAETEC provides its customers with a complete suite of integrated voice and data services that can be delivered over this dedicated wireless connection. The use of MPX's technology enables PAETEC to offer its customers a connection with route and technology diversity, providing an alternative or supplemental means of transporting telecommunications traffic using wireless rather than wireline facilities. "Large and small companies increasingly view their Internet and telephone connections as critical to their business. Downtime for any reason is unacceptable," said Dan Martin, Director of Network Planning at PAETEC. "In this situation, MPX can provision a wireless connection to reliably handle our customers' voice and data information that is completely independent of the existing telecommunications infrastructure."
To create the wireless connection, MPX deploys a series of FCC-licensed microwave radio systems creating multiple channels that transmit digital data at DS-3 speeds (45 megabits per second), OC-3 speeds and above. Each DS-3 channel can carry the equivalent of 672 phone conversations at once. In addition to engineering and installing the connections, MPX provides monitoring and on-site maintenance support to PAETEC over the term of the 5-year contract.
"While our services are frequently used to create a primary network link, fixed wireless connections can provide an added layer of insurance that helps a CIO sleep better," said Mark Palvino, President and Co-Founder of MPX. "MPX can provide PAETEC, and its customers, with affordable 'disaster recovery' solutions for transmission of mission-critical data."
MPX has installed high-bandwidth, fixed wireless networks and connections in the Rochester, N.Y. area and across the country, serving carrier and enterprise customers in more than 20 states. About MPX

In the billion-dollar telecommunications market, where experienced employees are at a premium, PAETEC made a corporate decision to invest in employee education as one sure way of developing the expertise of its own work force.
"The technology we're dealing with is changing so rapidly that you risk becoming obsolete if you sit still," said PAETEC Executive Vice President Richard Ottalagana. "We need to continually educate ourselves to be successful." Through RIT Corporate Education and Training, the company is providing its employees with direct access to RIT's premier online telecommunications program, which includes three certificate levels: Voice Communications, Data Communications, and Telecommunications Network Management. Employees are enthusiastic about the opportunity, and over 130 current PAETEC employees are involved in the program at different levels.
PAETEC also chose to work with CET as its educational partner because it has the flexibility to accommodate a rapidly growing business.
"We're 100 percent in favor of using online education," Ottalagana said. "It's the only way to reach a widely dispersed work force. And again, RIT was able to accommodate our needs so that employees could receive an education based on their schedules."
PAETEC expects that many of its employees will complete the program and receive all three professional certificates from Rochester Institute of Technology.

PAETEC's ASP offering is designed to provide communications management services, through the Pinnacle Communications Management System, to its customers at an affordable cost. By hosting the management system and related database on centralized servers, PAETEC customers will be able to operate, maintain, and support the Pinnacle Communications Management System as if the software was operated internally from the customer's own computer equipment, but without the corresponding responsibility, administration, and overhead. PAETEC's ASP customers will receive this functionality via Internet or dedicated T-1 access and all processing will occur on PAETEC's server cluster located within its secured data operations center. All ASP communications are encrypted and all ASP servers and databases are secured and fault tolerant.
"PAETEC's ASP offering generates significant operational economies of scale for customers," said Richard Lines, PAETEC's President, Pinnacle Product Solutions. "Hosting customers' applications internally allows PAETEC to leverage its existing operational systems and technical expertise, while providing consistent, cost-effective and quality service to its customers. Customers no longer need to struggle with the demands of managing and supporting a communications management system and can instead focus their efforts on realizing their strategic objectives." The State University of New York College at Geneseo has successfully converted to the PAETEC ASP service. According to Jerry Burns, SUNY Geneseo's Director of Telecommunications Services, "The transition to PAETEC's ASP has been seamless. We're excited by the opportunities that operating under PAETEC's ASP will now provide the college. Our telecommunications department will be in a stronger position to focus its resources on its core mandate of effectively managing its telecommunications business operations, rather than concentrating energies toward managing the system environment."

Leading managed-service providers are working with Cisco because they recognize the competitive advantage provided by Cisco security solutions. Managed services based on Cisco products and the SAFE security blueprint allow the end-customer to easily migrate to a new deployment model while preserving their confidence in a trusted solution set. This is especially important as enterprise customers increase their dependence on managed services and move to broad deployment.

"While weakened economic conditions have impacted the financial performance of many companies throughout the nation, PAETEC has achieved positive operating results," stated Richard Ottalagana, PAETEC's Executive Vice President. "The key to PAETEC's success is the continued effort and teamwork displayed by its employees to reach corporate strategic objectives. It is their dedication and commitment that has resulted in the attainment of the bonus." PAETEC's bonus calculation was based upon overall corporate performance, not individual performance. PAETEC's policy is to incentivize its employees as much as possible to work together to achieve positive results for the company while at the same time to reward employees individually for their performance. Bonuses for all non-commissioned employees, ranging from entry-level to senior-executive positions, are calculated utilizing the same formula. Therefore, each eligible employee receives the same percentage bonus.

According to Bob Schwartz, PAETEC's Executive Vice President of Strategic Markets, "We are excited by the momentum we have generated in the health care industry. Our goal is to provide innovative solutions and excellent customer service, while minimizing our customers' telecommunications expenses. We work hand in hand with our health care partners to develop comprehensive communications solutions that will meet their critical business needs. We seek to continue to increase the number of health care customers we serve by continuing to expand the suite of integrated products and services, such as our recent introduction of an Application Service Provider (ASP) platform, that we can customize to meet the diverse objectives of our health care customers."
